Miami-Dade County Tax Collector Dariel Fernandez Announces Availability of New Florida Freedom Boater Safety Inspection Decal

Miami-Dade boaters have a new option to make their time on the water easier and safer. Miami-Dade County Tax Collector Dariel Fernandez announced that the new Florida Freedom Boater Safety Inspection Decal is now available at Tax Collector offices across the county, following recent legislation approved under SB 1388 (2025).

The decal gives boaters a simple way to confirm that their vessel meets Florida’s safety equipment requirements. Instead of waiting for an on-water inspection, boaters can now complete a brief attestation during their registration or renewal and receive the decal as proof of compliance.

“This new decal is one more way we’re helping boaters stay safe and stay prepared,” said Miami-Dade County Tax Collector Dariel Fernandez. “Whether you’re a weekend boater, a family exploring Biscayne Bay, or a lifelong fisherman, our office is here to make compliance faster, easier, and closer to home.”

To receive the decal, residents must complete the Vessel Safety Equipment Attestation (HSMV 87191) when registering or renewing a vessel. The option is also available for vessels that do not require formal registration—such as kayaks, canoes, and other non-motorized craft—allowing them to obtain the decal by submitting the same form.

Boaters who already submitted the attestation before the decals arrived will receive theirs automatically by mail from the Florida Department of Highway Safety and Motor Vehicles (FLHSMV).

The Miami-Dade County Tax Collector’s Office has made the decal available at all locations and will continue updating residents as additional boating resources become available.
